4月2日，三名匿名美国官员向阿克西奥斯新闻网透露，美方希望与伊朗协商以停火换取霍尔木兹海峡正常通航，但成效尚不确定。英国首相斯塔默宣布将于2日与美国以外的30余国共同商讨通航解决方案。据《卫报》报道，此次会议由英法共同发起，与会者包括英国外交大臣伊薇特·库珀及法国、德国、意大利、荷兰、澳大利亚、日本、加拿大、韩国、新西兰、阿联酋、尼日利亚等国代表。斯塔默称与会各方将“评估所有可行外交政治手段”以恢复海峡航行自由、保障船舶人员安全、重启关键物资流通。并表示英国军方将在会后研讨如何动用军事能力确保霍尔木兹海峡“畅通无阻且安全”。
